Francisco Delgado Jr. went with his family to the Texas City Dike near Galveston to celebrate the holidays, where his son 4-year-old boy, Frankie, enjoyed time swimming. Once all the fun was done for the day,
the family went home and everything seemed to be okay – that is, until later revealed something that would shake their world.
